You’re looking at the right one, with extreme offroad race. Just create a blueprint (custom or use premade) for appropriate class (or free) and go racing.
You can also use already made, I’m sure there’s plenty. Can also use mine easy loop, where you can just do a tiny circle around start/finish - code 912 381 005

Yeah, this didn’t make sense to me either. There have been a few times where to do the weekly challenges, I found I was at a track that did not allow for the car I was trying to race. But this is the first one where it specifically sends you to a track that does not have an allowance for the vehicle they are telling you to drive. Doesn’t really make sense to me.
Someone had made one that was just the normal race but for buggies, so I did that one…but yeah, ,kinda odd.
I guess they are trying to foster the idea of blueprinting your own. I’ve only made two races so far, prolly should do more. But I like the idea of doing the challenge as written and not with a workaround. Oh well.

Why would that be a workaround, you can just use already made track blueprint and just pick different class. Game has it as a feature, why not use it 
To answer why I use a short one, simply I’m not a fan of CC racing, so that’s why I made 1 short lap. If I could use my Ford F-150 DD and do a dirt race, I might just go for a 20 min rally race.
So just personal preference and using game features.

If you are on PC don’t bother. It might be ok on xbox but there some have mentioned it too.
You can not complete this weekly challenge.
They say you need to buy a new buggy, I have bought 4 new buggy;s and done this on difficulty up to Pro
I win but it never get a compete for it.

Also by the answer from @ritemare, they did too.
The problem is that you use someone else’s track and they are mostly cheating by sending the Ai cars on a longer route. So the season doesn’t make sense like that.
No this blueprint was the exact same route and the AI seemed the same but my buggy was not bugged this time.
The standard race just wound not complete for me. and I bought about 4 new buggy’s because that was given as a fix for the bug.
Interesting, i used the Baja Bug and never had a problem with it…
The AI though on unbeatable at this circuit are a pain in the backside.
