I can't create a new topic in FH5/FM2023 Discussion?

I found a discussion in the Motorsport threads that may be similar to what you’re experiencing:

Okay whats the deal with creating a new topic under Forza Motorsport 2023 Discussion? The create new topic icon is greyed out or not visible so how am I supposed to create a discussion topic?

There have been changes to the forum whereby new posts are seemingly vetted, supposedly to tidy up the forum. Last time they ‘cleaned’ it up, traffic died noticably.
