I’m able to like someone’s tune just by bringing up their downloaded tune from “MY TUNES” and selecting LIKE however for the life of me I cannot find an option to rate a specific tune? what am I missing here?

You haven’t missed anything. The star rating is based of off some math involving the number of likes. There is no way to give it your own specific rating.

It is not even based on the number of likes.
Downloads/uses and likes all seem to play a factor. Unfortunately something there seems to be broken as I posted a Saleen S7 tune and within two days I counted 16 top 25 times posted by different players yet the tune said it had only been downloaded 3 times and used 4 times. Wonder how that many players manage to get it without downloading it and post top times on the leaderboard without driving it 
It was probably the best and most popular tune I had did at that point and it took almost a week to become 5 stars. The second version of it I did was 5 stars the next morning.
I do not know if the game is doing this with all tunes or just some of them but I know for a fact that there have been a few of mine and my brothers that were not getting credit for downloads and uses making it harder to get the rating up on the tune.

I’ve often wondered why there are tunes showing up in the selection area with user’s names attached to them but no performance data? I keep thinking how are these people going to get credit for these tunes if we can’t see what they can do?

I don’t know if tunes are rated in the same way as designs, but I think I have designs figured out:
1 star - design shared
2 stars - 1 download
3 stars - More than 5 combined downloads/uses/likes
4 stars - More than 25 combined downloads/uses/likes
5 stars - More than 70 combined downloads/uses/likes
I hit 5 stars on a tune with 36 downloads, 11 uses and 0 likes. So maybe 45 combined?
Tunes may be different than designs then - I have a design with 42 DLs, 6 uses, 0 likes, and 4 stars.
