If I buy the Forza 3 car pass will I get all the coming cars and the released car packs?

I bought it on sale last month and I got all the cars but the Hoonigan pack, Mountain Dew pack and VIP packs. Also the two expansions add vehicles, but you have to buy the expansions.

you only get the first 6 car packs that were released starting in October 2016 and ending in march 2017
it actually does state this in it’s description too
there was 3 more released after it ended
the Porsche pack
mountain dew
hoonigan
or the All stars Pack which was a preorder bonus but is also available separately
there are no more coming either
doesn’t include the vip or either of the 2 expansions

I will not get the Porsche pack, mountain dew, and hoonigan if I buy car pass?

Nope
They were not included, neither was the All Star car pack
They were released after the car pass ended in March
