Where does the game pull Driveatar paint jobs from? If I have a car in my garage with an unshared (private) paint job is there any chance that my Driveatar could show up in someone else’s game with that paint job?
Drivatar’s use the default paint jobs, or just a plain colour.

Not always. I haven’t noticed it as yet in this game but presume it’s the same as 4 but I quite often would see custom designs on drivatar cars, designs I have never had in my garage. Whenever this happened, I always just assumed it was using the car from that GT’s garage…for example, I have seen Police Car Designs on cars in races and on drivatars that I know their corresponding player would have
Same here. Most races I do in Solo have at least a couple of Driveatars running designs and every now and then I’ll come across someone running one of mine…
I’m on Xbox One X, I don’t know if it makes a difference but the game does seem to vary in some details between different platforms? 
I’m on pc. Are those shots from in game races? I don’t get to see many drivatars in free roam (and they usually just drive by in a blur) but to be honest I can’t say I’ve seen any custom designs on the ones I’ve seen there. Event races are always full of plain cars for me with the occasional car with a default / non-downloaded fancy livery design. It looks awful to see so many plain cars. Id take a screenshot but too lazy to turn off hdr (screenshots look washed out with hdr on).

Being a long time painter over the years I have a lot of Forza painters on my Xbox friends list and I follow lots of painters in game. That might be a reason why I often see designs in Solo mode.
I agree with you about seeing mostly plain cars on the grid, I personally never run a race with a ‘naked’ car, even if I don’t have a design for it I download a friend’s - that includes Rivals.
It’s broken in 5. Drivatars are still using plain or default pain jobs. Wasn’t an issue in FH 3 or 4.

I do a lot of solo racing and AI drivatars sometimes have player-created liveries. Not often. But definitely happens. I saw it happen yesterday.

Yes … it can. The game has access to all the liveries in your library and can apply any of them to your drivatars in other people’s games. Even if they’ve never been shared.
I’m on Xbox One Series X and I see custom liveries.
I misread the title as Drivatar Pants. I’m like; what about them? I think there’s some jeans, some corduroys and maybe some capris, but they really don’t have anything very interesting.
