Not sure if I tuned something wrong or what but it gets up to around 192mph and the gears max out. Just red-zones and it can’t shift up cause it’s at top gear. Anyone know what I did wrong?

No clue. Father said it could be something with the “rear end” but he was talking about actual cars and I’m not sure exactly how that would translate to the game.
Do you have the racing transmission upgrade? and did you adjust the final drive in the tuning menu?
Lower ride height to minimum settings, buy biggest engine, put all racing parts in it. Twin turbo instead of super charger. Fiddle with the final drive until the game tells you the max speed is as high as you can find (lower or higher does not mean better, there is a sweet spot.) Racing tires help with grip and handling. Remove any rear fin or front bumper under aero.
The upgrades that will specifically help you keep off the rev limiter are under the driveline. Clutch and transmission.
