Manual Transmission.
Hold revs at 9k at launch.
Shift just before it goes into the second Red bar on speed Dial.

You probably will not replicate a 19.0xx run repeatedly, as this is primarily due to getting a perfect launch to run that 19.0xx time but it will run 19.2xx all day with this tune.
This tune will run 19.086 as stated by the OP, view the replay on his feed for launch tips and give it your best run, see what you come up with!!!
