The design storefront is completely unusable for me now. Hard reset didn’t fix anything, either. I’m on a fiber connection that gets >100Mbps on even the worst days, I don’t think it’s on my side.
Perhaps you should describe what “unusable” means? Are you receiving an error message, searches fail? What?
Maybe he’s got the same bug as me? All the cars that turn grey in game don’t show up in the list of available designs. They have no thumbnail. So all you get is a blank box where the picture should be and a grey car if you try to load it.

My cars are grey as well when im im a race, i didnt download any liveries just stock paint colors.
