Hey guys at Turn 10, why isnt it possible to paint only the interior of the wheel anymore like back in Forza 4 for various wheels? Now the entire thing has to be in the said color you choose. Am I doing something wrong or is it this way for everyone else?

That is correct, you can only paint the entire wheel.
Exception is the Citroen. It has a glitch so you can paint the center and the lip.

I also managed to glitch some of the two tone stock rims in the first few days after the game released (like the Camaro Z28 '79), but it was unreliable, I figured it was an unintentional bug at the time, decided to wait on a fix, and completely forgot about it. I’ll be darned if I remember what I did to get it to work. I do remember it only worked part of the time, and it may (stress may) have been dependant on the main body color. I also know I saw others doing the same thing, and sharring them, so mabey somebody else knows the trick, and can speak up.
Edit- Been playing with it, and I can’t seem to replicate it. I’m still getting the feeling it had something to do with what color I chose for the car when I bought it. I also think it had to do with choosing a specific color or paint finnish in the paint booth afterwards. I just can’t replicate what I did before though.
It should also be noted, judging from my saved designs, tt looks has though all I was reall doing was changing the finnish on the wheel in question. I.E. Buying it in the manufacturer black, and then changing the wheels to matte black. So, not really changing the color really. Don’t think I ever managed that.
Hmm okay, and yeah I know about the citroen, I’ve even done it myself, but I thought more cars would have the option as well.
meh. i had chrome lipped rims in real life until two days ago. such a pain. either clean them every time you drive more than 100 yards, or they’ll be pitted within a year and look like crap. especially in the frozen tundra of Pennsylvania. now i’m running some black Konig Feathers. love 'em.
that begin said, if you really love having to clean your rims daily, i think there are a few rims that are standard black w/chrome rings. i think. but keep in mind if you download a livery, they’ll likely end up painted.
