This bug is just a general issue on all platforms with the 2022 Volkswagen ID.4 that is awarded for completing 20 Points of Series 31: Autumn.
The car comes stock as RWD and if you leave it as such then you can’t tune the gear ratio/final drive.
You just get the generic “Unlocked by Installing Sport or Race Transmission Upgrades” when trying to tune and those upgrades aren’t available on the car.
This is identical to the issue that the 2023 Meyers Manx 2.0 EV had - Cars - 2023 Meyers Manx 2.0 EV - Does not feature any way to tune the gear ratio - 3914984
The AWD conversion for this model unlocks Gear Tuning so this isn’t a completely broken issue.

I really tried to like this car but after four or five different C class builds they all left so much to be desired. AWD swap for a tunable gear is about mandatory but only having one gear to work with seriously limits options.
If we could get even a 2 or 3 gear transmission swap for EVs it’d go a long way to making these vehicles useful.

Unfortunately we’re unlikely to ever see a multiple gear transmission upgrade again after the 4 Gear Drift Transmission broke the PI of the Raesr and I-Pace.
Unless that’s somehow retroactively fixed going forward and implemented again but it’s been completely abandoned for any EV since then.
