I have the Ultimate Edition,but after going offline after getting my “Free” car pass vehicles,it wont let me use them it says that i dont own the car pass.
Help please anyone else experiencing the same problem?
Try going into the “dlc cars” section in auto show while online and try to “buy” the car pack or car. It will tell you you own it but it lets the game remember you own it while online. It’s hapoened to me and I just had to go into there and try to buy the dlc cars to have them hardsaved for offline use.

guessing you are playing on Xbone
try setting it as your “HOME” console in your console settings
