Are still penalties in single player?

I preorderd the game, finished couple of races and uninstalled because of this stupid penalties in single player which are annoying as hell.
After all this updates can you finally switch off penalties in single player, or the series is dead?

Hi. In the career mode, switch to club rules.
In free play mode, you can switch off penalties with club rules or custom rules.

you can also switch off collisions.

Why? I would like collisions like Burnout or Beam NG Drive, but sadly every simulator feature only scratches after 200 mph crash. Probably licensing issue.
