So I have been having these issues from installing it on my PC about 6 months ago. I uninstalled AVG Free and it has cured the problem. I know that it doesn’t work for everyone, but definitely worth trying.
This game just is poorly optimised, memory leaks, abnormally long loading times.
Today - Had a 20 AI race on 4K Ultra 60fps all the time, then did another race on career, loading AI + liveries 3 mins for loading, did a test drive solo 20-30fps with stuttering, they obviously dont care about PC users, those occurs so randomly.
CPU usage 60% gpu : maybe a bit more towards 85-90 and my hard drive kept loading and loading and loading god knows what, I had exactly the same problem yesterday.
My stutter is gone now that I have no AV installed (just use Defender). My huge issue now since a couple of updates ago is that if I use the auction house my framerate goes down to about 15fps and stays there until I restart the game again. really, really annoying. This is a very buggy game at this point. I’ve also had crashes and lowered performance in all Forza titles since Windows forced me to go to 1809 and they forced that stupid intel protection update. Before that not a single crash.
So are we just supposed to use the crappy Windows Defender if we want to play this game? Brilliant.
Actually Defender is far from crappy. It blocks at least as many threats as AVG when I had it installed and it isn’t a system pig. Always found adware using Malwarebytes when I had AVG running. Now that I just use Defender for real time protection, Malwarebytes finds nothing. I’m pretty sure the AV companies still spread a lot of the garbage about Defender through paid for reviews because they don’t want you to know you don’t need to buy their stuff.

im too have stuttering problem on PC in Forza Motorsport 7:
My pc spec:
MSI MAG Z390 Tomahawk
intel core i5 9600k (no oc)
MSI Gaming Z RTX 2060 (stock oc)
2x8gb patriot viper 3200Mhz
today i will try uninstaling Avast and try it but on low on medium on ultra setting i have large drops from 140fps (on ultra) to 22
causing it unplayable. on Forza Horizon 4 I have stable 60fps on max settings with ~75% using GPU (locked to 60 because my monitor have 60 hz :D).
Anyone can solve this?

Go into your Nvidia control panel and make sure your power management mode is set to “adaptive” or “performance”. My drivers were defaulting to the “optimal power” selection which causes stuttering and pausing in Forza titles and in other games. Also I assume when you say you uninstalled Avast you actually uninstalled and didn’t disable it. Disabling Avast or AVG doesn’t help. It has to be wiped from existence on your PC.
I tried every fix possible and none of them worked, but after a while i started getting stutters in other games. i’m on a laptop (hp omen). for me it was crappy thermal paste and thermal pads from the factory. i changed those and the freezes were gone. apparently forza is very cpu intensive since the paste was dry on the cpu die, although it didn’t seem like it when i was looking in task manager. so give it a shot, might work
was fortunate enough to not have the stutter, just built my new pc fresh windows, start forza 7 to try the FRR lobby hellooooooooo stuttertown >.>
system specs :
cpu : ryzen 9 3900X
ram : 3200Mhz 16gb CL18 (turned up to CL16, didn’t do anything of note for forza 7)
os drive : M2 SSD
game drive : SSD
gpu : RTX 2070 super
formatted windows a 2nd time for some other stuff i ran in to (your avg asus software refusing to work and refusing to be fully removed) but stutters back.
i honestly got no idea what could cause it my windows is pretty bare and even with everything closed it still stutters : / perhaps i should try disabling one of the CCX’s to make it a 6 core.

Hi everyone. Believe me I have done everything you have done. I have finally a solution that works.
I set Affinity on my CPU for both the CODEX pirate version & my paid for version and I get these results. (I did not need to set affinity on this old version, it worked fine, don’t ask me I don’t have an answer)
Min FPS 59.8
Max FPS 60.1
Average FPS 60.0
On My paid for ultimate edition game I get this
Min FPS 51.9
Max FPS 62.6
Average FPS 59.7
Custom ULTRA everything for both.

I did many affinity settings, Use only the physical cores (don’t touch the logical’s) and try load balancing over them as I did. My combo is 0,2,4,6
What did not work for me were 0,1,2,3 - 4,5,6,7 or 1,3,5,7. (0,2,4,6 is like a default standard setting) Also I use AMD 1800x 8/16 Cores -Adjust your affinity appropriately for whatever your CPU is.
Seems to work either not good at all on multiple cores or … perfectly over 4 cores.
I hope this helps others. I know the frustration. Oh and affinity does NOT save, you must set it each time. Thanks Turn 10 development team.
(I must add, there is no stutter, nothing at all -this I think was the biggest problem for many people)
Here is a video you might find helpful. Peter Jones - YouTube Before affinity settings the game is choppy, stutters & sluggish. I cant play it like this. After the affinity settings the game is immediately smoother, not choppy and the stutters almost non existent. Min FPS jumps from 39.2 to 53.1. The exact affinity settings you need depends, my settings might work for you. I played 14 laps of SPA last night and 4-5 laps there was ZERO jitter/stutter nothing at all.

This affected the 1st video where it looks “shaky at times” and is not. Both videos are very smooth, just captured looking not great, free software downloaded recently.
I’ve been having the exact same issue for a couple months now. The stuttering happens regardless of whether I’m running the game at 1080p or native 4K at a locked 60fps. The framerate per se doesn’t drop, but I have micro-stuttering pretty frequently. It’s especially bad around Prague, Bernese Alps and Dubai. The stuttering gets even worse and more frequent when I’m recording gameplay either via Gamebar or Shadowplay. OBS has the same issue as well. I’ve tried many, many different suggested solutions, none of which have work for me so far.
It’s worth mentioning that Forza Motorsport 7 is the only game where this happens. Not even Forza Horizon 4 has stuttering issues, even when running at 4K 60fps while I’m recording downscaled 1080p footage.

I think I have a solution for you. Another user here has downloaded the game again(deleted as he gave up with it). He has an Intel CPU like you and tried various affinity settings. He has set on his i7-4790 affinity CPU 0 disabled and left the rest enabled. I’m quoting him here from elsewhere “I then tried simply disabling core 0 but leaving the other 7 enabled and this was the best of all, I got min 59.5, max 60.4, avg 60 (for this test I ran at 60Hz and vsynced)”
I use AMD so my affinity settings are CPU enabled ONLY 0,2,4,6 or 1,3,5,7
That’s a great result on both AMD and Intel. Worth noting Intel i5 has issues with disabling Core 0.
Thank you very much for your suggestion! Disabling every other core, either in odd or even numbers, somehow has made the stuttering far worse and way more frequent. However, disabling only core 0 has definitely improved the stuttering. It’s still there and it pops up every 15-20 seconds, but it’s far less frequent now. At this point, I take all I can get as I really don’t expect Turn 10 to fix it, so I appreciate the help.
