I noticed the different license plates too and I 'd prefer them to be the same for all cars.
Besides the black on white and black on yellow, there are also plates that look like gold on black. What country are they supposed to be from?
The gold on black indicates a Forza Edition car.

Anyway, I think license plates should always be according to the country the current Festival is located in.
Obviously they drive on the right in Mexico, it was just the comment about “modern” cars that seemed odd. They’ve always had a mix of right and left hand drive cards irrespective of country, I suspect each is based on the original car they scanned. It’s a festival, maybe they’ve been imported specially for Horizon! Certainly there’s a mix of right and left at the Goodwood Festival of Speed.
I understand very well having the older cars, especially the Bentleys, JDMs and Jaguars with RHD. For an example, feels natural driving a RHD Land Rover on the UK, but feels horrible driving it on Mexico. Goodwood may be in a country that drives on the left, but a lot of people from the other parts of Europe(which all drive on the right) go there also, thus the mix.
Also, I personally think that FH4 made no sense having almost all cars with LHD.

in old Forza Motorsport one car can have two version: Honda Integra 3 and Acura Integra or Lexus IS300 and Toyota ALTEZZA RS200

and i add this in sustem create standart car plate or add paint livery on car plate where this can have libery from vomunity for car plate and this is must be separate from the livery for the car
