I just purchased an Xbox one. I’ve loaded my FH disc perfectly into my new (awesome) console.
is there any way to keep my 360 progress? or do I have to start over… also, my paints, vinyls, tunes… are my old FH360 files available for my FH XBoXOnE? if so, how is it I’m able to access them?

If you use your 360 and move your saved game to the cloud you should be able to keep it. That’s how I got mine.

I notice the XBOXONE roots out an odd assortment of things from 360 memory sticks.

Well, to be fair, I didn’t have much in the way of paint/tunes. But I did retain all of my saved progress.
I’ve moved it all to cloud, so far so good. I assume it’ll all be there. discovered along the way cloud doesn’t accept Forza3 files, … I get it, I do, but still, wasn’t expecting that.
FM4 and FM3 should be made over for the XBOX1…
anyways, Playground Games Horizons are way more fun, perhaps the Turn10 Motorsports are more fun to those who like more challenge along with 1000 15min races… 
I made the same mistake with FM3. Wasn’t too much time to move it back and go on.
As much as I’d love to see FM3 and FM4 on Xbox One, it will probably never happen.
