1FPS drops and 1% GPU usage

Hey as the title says i experience 1FPS drops making the game unplayable this doesnt always happen but is very annoying when it does, also it says the GPU usage is at around 1% when these FPS drops are happening

PC:
I5 8600K
GTX 1070 (latest drivers)
16GB DDR4 ram

Im not sure why this is happening as i can run the game just fine when this glitch isn’t happening.

Please comment if any of you have this issue or know a fix

Had it before with FH3 and DiRT, turning game mode off helped.
