Are you using a VPN by any chance? (image certainly suggests it)
You need to re-login to your profile in FH4 itself. I had the same problem which was fixed very quickly by this method.

I tried it, and I logged into another account, the same thing… The game was bought a long time ago in steam, but before there was no such problem.
I even tried to connect the Internet through the distribution of Wi-Fi from a mobile phone
In that case, I’d strongly recommend contacting the support team;
Just a heads up, they’ll want the screenshot you’ve posted above, and will need to know exactly how the console/PC is connected (e.g. hardwired/wifi/tethered etc)

Do you have any National Instruments software installed? Apparently there is some conflict between NI services and Forza. I had the same issue recently, and I have managed to solve it by doing this:

Go to services configuration (Win+R ->msconfig ->Services)

Sort services by manufacturer

Untick all services by National Instruments
-
Press “OK”
-
Reboot
Also Steam requires a number of ports to be forwarded in your Router advanced settings:-
3074 - UDP and TCP
88- UDP
500 - UDP
3544 - UDP
4500 - UDP
27015-27030 - TCP
27036-27037 - TCP
4380 - TCP and UDP
53882 - UDP
