Unable to access HDR settings, HDR disables on game restart and when not exclusive full screen

I just got a new monitor with support for HDR10, shows up properly in Windows Settings (also works on an Xbox One S). The game detects the HDR monitor and gives me the option to enable it. This all works fine, I have working HDR, but there are two issues.

Even after enabling HDR, the game’s settings still say HDR is off (even though it’s clearly on). When I enable it, the screen goes black for ~10 seconds, then returns, and the game is significantly brighter and more colourful. But it still says HDR is off. Monitor shows that HDR is active all the time.

Going into brightness settings, it tells me I don’t have an HDR display, so I can’t adjust the HDR brightness. The game looks pretty good for most part, but it’s definitely overly bright and a little oversaturated in some scenes, especially with the sky (sky is deep blue, sun is a massive white patch). Is there any other way to change the brightness?
Graphics card’s settings don’t affect anything in the game, when it’s running in full screen.
A few web searches didn’t turn up anything related to the black screen, being unable to access HDR settings, or any ways to manually change the values.

… which brings me to my next issue. Whenever the game is not exclusively full screen, HDR is disabled, and must be manually re-enabled from the settings menu. This includes clicking on anything on my other monitor, anytime a notification (including achievements) pops up, opening the Start menu (or any part of the Windows shell), and switching to any other app. Basically anytime the game loses its exclusive full screen. Every time I start the game, I also have to manually enable HDR, and also change my resolution (resolution defaults to 1920x1080). All other settings persist after a game restart, just those two don’t.

Windows 10 Pro, version 1809 (RS5, build 17763.194).
Game version, as shown in Windows Settings, is 1.228.387.2.
Graphics card is an Nvidia GeForce GTX 1070. Driver was updated today, version 417.35. Monitor is connected via DisplayPort 1.4. Output colour depth is set to 10 bit.
Monitor is an HP Pavilion Gaming HDR 32" monitor. 2560x1440@75Hz. HDR is enabled in Windows Settings, and on the monitor.
Second monitor (not where the game is running) is an HP 2311x, 1920x1080@60Hz. No HDR. Connected via HDMI.
