I was just wondering if there is a means to be able to use the decal editor for Forza Horizon 3 through the web without necessarily being in the game? That would be super useful if there was a means to do this. I don’t want to upload any custom images or anything like that but I could spend hours creating a custom design for my car and I do a lot of traveling around the Washington area so it would be amazing if there were something like that. Thanks either way for letting me know.

Read what he wrote a little better towards the end of his: No, neither the console or PC version of the game allows for image import, all designs have to be created with the in-game Livery Editor. See discussion thread.
That “all designs have to be created with the in-game editor” part is still the answer, but I’ll expand it to include mention that there’s no way to access the game remotely.

So coming from a forza fan myself I thought the same thing but truth be told you can only create the vinyls/ decals in client.
