I recently purchased Horizon 4 after becoming fed up with the terrible performance ive been having in FM7 (I used to max fm7 on my old 390x - cant break 60fps on a 1080)
I read that FH4 performance was indeed better and seemed to agree with vsync.
I then purchased the most expensive version and promptly installed… only to be met with pathetic framerates and stuttering on every setting.
I’ve read up and down the forums for hours now and can conclude that it seems to be a problem with windows and / or nvidia drivers, but cannot rule out hardware or other issues.
PLEASE help me fix this as I would really rather not refund the game, I’m annoyed I missed my chance to refund FM7 as it is also UNPLAYABLE.
Nearly $300 AUD for two games I can’t play, you’ve got to be kidding yourself if you think that’s right.
All of my other games run fine - assetto corsa competiz, DCS, many other flight sims that are cpu and gpu heavy… why can’t I run a game designed for a console?

Not sure i can offer any advice on your issue but I have 8700k, 1080gtx, 32gig ram, m.2 ssd on 4k tv in 4k resolution. Settings set to ultra, all dynamic except for 60fps vsync and I stay solid 60fps when playing Forza 7. I get similar performance with horizon 4. I wonder if the proc could be holding it back?
Comparing the two, the thing that jumps out at me is the CPU render seems to be pretty low and it might be struggling to feed the 1080. There are a number of settings in the advanced options that state that they impact CPU performance, you might want to try dialing those back a bit and seeing if it improves things at all.
Night Shadows and Shadow quality both state a significant impact on CPU.
Dropping Dynamic Geometry and World Car LOD a bit might also help.

Edit: One or two other thing you may want to try - a complete removal and clean re-install of the nvidia driver, upgrading seems to be a bit dodgy and really tanked performance for me. Also turn off the dynamic optimization (you need to do this to access the advanced settings anyhow).
I get an average of 72fps on ultra (using dynamic render) running an i5 4460 and a amd rx 580 8GB card.
Although in game when driving over 200mph I get a lot of texture pop in and micro-stutter so have to lower it to high graphics settings (the benchmark is not great as it doesn’t show cars going over 200mph ). - I think this may be due to me only having 8gb of ram as the game seems to require more.
You should definitely be getting more fps than me - do you have any overlays running in the background (fraps, msi afterburner etc) as I’ve found my framerate tanks when I have these active in forza.
I made sure to close any background apps but I had no third party overlay software active except the nvidia and microsoft stuff (tried disabling game bar and dvr no luck)
I am currently re-installing windows - hopefully this helps.
The 4770 should be able to handle the cpu side of this game without trouble…
