If you join a Private Lobby while a race is in progress, you cannot Spectate said race.
Spectate is only selectable if you are in the pre-race lobby and manually select it before the race starts.

This issue has been resolved as of Update 13.
You can Spectate a race if you join a Private Lobby after the race starts, and if you back out of an active race into the lobby, you can also Spectate.
Included in the Update 13 content update on October 14, 2024:
- Added ability to Spectate after joining a race in progress.
