Not a 100% sure but I have heard you have to rank your design or all of your creative hub to a level 6. Again not completely sure I am really new to Forza just got the game this past Christmas. And FH4 is the first and only one I have ever played wow I’m old lol. I hope this helps or at least some one will chime in who knows???

You need to become a legendary painter or tuner.
Means you need to reach with your designs OR tunes combined 50.000 downloads / likes / uses.
That is basically the essence of the discussions. Tuner or painter level doesn’t mind as far as i know.
