Rally lights - how do you access them for the Lancia Delta Integrale

Hi

Just wondering if anyone knows how i can access the Rally Lights for the Delta Integrale, as i cannot seem to find them in the upgrads section, yet I see cars driving along and in the auction house with them,

Any assistance would be greatly appreciated.

They are part of the last two of the four hood upgrade.
