I lost all the skills from my cars, but got a hefty refund, as I see instead of a per car basis, now there’s a common skill point pool.
Question: can I assign skills I earn from now on to any car, not only to the one I earned it with? This really affects how I am going to spend those points.

You have never been limited to spending the points on the car you earned them with. It’s always been a common pool that you can spend on any car.
What? I played around 200 hours with this game, and before this refund I recall I could only spend the points on the car I earned them with.
Is my mind cheating me? 
You could always spend them on whatever car you wanted
Not just the car you earned them on
