This is a real life location in the middle of the already in the game track Hockenheimring. Therefore it would be minimal work, cause the environment is already built. 
This track is used to provide an exclusive experience to porsche enthusiasts who want to test drive all kinds of porsche cars.
If this track was in the game we would basically have the perfect playground for everyone!
This could potentially be the first “open world” location of the game, where the devs could also reintroduce the various multiplayer game modes from previous Forza Motorsport titles.
Ahh good, a track for all of the cars they removed from the gane since the last release
