I’m prob. just slow to the races but I just noticed by pure accident that while taking photos of your car, if background cars are picked up, you get $1000 reward for them as well.

Went around after that taking shots in traffic to rack up the achievement for photos taken.
Yeah this was in Horizon 2 as well. It’s called the Horizon Promo. The in-game story behind it is that your photos are used as promotional material for the Horizon Festival, so the more cars you get pictures of, the more your get paid.
That’s also what the “Horizon Promo cars” are for. They’re cars that appear in the game but you cannot buy them for your garage. They are strictly for the Horizon Promo as a challenge to take pictures of all these “promo” cars by encountering them on the map.

At the start of every race I instantly go to photo mode and take a picture just to get all the ones there, if you’re running a class/type you don’t often you can usually pickup 5-6 per race.
