I’m sure that if the online mode were turned off the game would get a better rating.
Why, I think if the two cars that collided were given a penalty, no matter whose fault it was, driving would be safer. I know it won’t always work, but I think such a system would be better than the current one.
And now what, you expect them to devolop the game around your needs?

The last time the topic of FRR (Forza Race Regulations, basically the penalty system) was mentionned by Turn 10 was back in october last year. They explained their methodology and communicated on their goals now that the workforce has been increased.
To this day, I haven’t felt any change in the way the system works or the validity of the decisions taken. It’s a tough system to get right, I don’t know of any game that did this successfully without human decisions, usually post race. To decide what were the intentions of all the vehicles at a given time and come to a conclusion within seconds, is pretty insane. But that’s the ship they embarked on.
Now, if beyond the S5000 system there were tiers and full damage, the penalty of dealing with massively decreased performance would probably be enough to make racers more cautious. (I’m talking online racing here)
Even then, there would be abuse and frustrations so, I don’t know that it’s realistic to hope for a fix to this massive endeavour.

that is what acc and iracing has because they realized it is very hard to make a complete penalty system that won’t make any mistakes. And sincee they are proper pc sims and most people playing want to play clean racing they can get away with not having a penalty system, while console simcades like gt7 and fm want it to be fair that the rammer gets punished and the person rammed. And since it is a console game and it is on game pass a lot of people just want to ram and do not care about their safety rating so they create systems which doesn’t always work but its not only fm’s penalty system that doesn’t, also gt7’s is very frustrating.
Matchmaking gives priority to safety rating rather than skill rating. The best way to have clean races is keeping S rating as long as possible.
Them some crashes and some unfair penalties will happen anyway, since even clean drivers make mistakes.
When something bad happens, the only option is being patient.
Recently I started playing acc, a strange feeling, first the game encourages you to try more until you get frustrated, it’s hard to play on the steering wheel, like in every race you are rammed by the pad filters. The second thing is that on the pad it’s easier to ram.
