So I think I’ve fixed my download problem for forza 7. I won’t know until download is completely done but it’s way past the point where it always failed. I actually see the full download size of the game now. I am on Windows 10 and I went to settings and the updates and security option. Looked at windows insider and choose the active development of windows option and fast setting. I got an update about 10 mins later for the RS3 windows update. Took about 30 to install
Rebooted and now windows store is downloading forza like normal. Heading to the gym right now and will leave it running but before it would only download 3mb and stop. It wouldn’t even show the full size of the game in the download progress bar. It’s currently already downloaded 2gb so fingers crossed.
So update. I got it downloaded first try after what I said I did above. Took 2.5 hours. The dlc installs after the game installs. It crashes on me in menus first time but has ran fine since.
Have everything maxed out at 1440p and runs at 100fps. Looks fantastic. No stuttering in menus. Using g920 wheel. I can even up the resolution to 3840x2160 and it still will run at least 60 FPS. My monitor is only a 1440p gsync so idk how the 4k resolution is really performing other than stuff gets a little sharper. Keeping it at 1440 and locked to 60 FPS for a smooth ride. Glad I finally got this sorted. Hopefully others will too.
Well because my internet speed is unbelievably slow (less than 1Mb/s download) I’m still downloading the Windows Insider update which is nearly done. It’s going to take a while for the actual game to download considering my download speed but I shall report back with progress along the way.
Just wanted to say I did the windows update, And now I’m actually getting download progress! I actually see 95.30 GB to be downloaded and am currently at 9GB and going around 11Mb/s.
I was seeing the same problems as above, but now this might be working. I’ll check in as well too if it finishes/fails
Edit 1: At 26gb now and still downloading! Hoping it actually works this time, As i was able to get about 50gb pre- windows update before it started failing instantly everytime. the DLC’s are marked as failed, But the base game 95gb is still showing up and downloading.
Gonna try this out now, if this doesnt work i’m giving up, this is simply a complete [Mod Edit - Abbreviated profanity, profanity and profanity that is disguised but still alludes to the words are not permitted - D] to anyone who bought the ultimate edition to play early, shame on you Microsoft and T10.
Glad i only paid 40€ for the ultimate otherwise i would have asked for a refund, instead i’ll just wait for a fix, if there is even one planned because they don’t seem to really care about the issue.
Just now watched my download actually finish 100% over night, As soon as it finished, It said Forza 7 is Installed! but the other 4 listings in downloads, (Ultimate edition, and DLC’s) still show up as failed. Just now going to test restarting, And see if I can actually play this now.
Well I ignored all the errors it gave for the DLC, and launched the game anyways and it actually worked! in game showing all items. Obviously, I cannot guarantee success for every one of you having problems still like me, But if you are a windows insider already, Or were desperate enough as I was to just get into the dang game then it is definitely worth a shot if you have tried all other methods.
This is probably still not a fix for those that are REQUIRED to pause their download for any reason though (Data caps, ETC…), I cannot verify this as I left it running overnight while I was sleeping. And woke up with only 2gb left to go and it finished. I wish you all best of luck getting the downloads finished.

Glad it worked for you and hopefully others too. I was frustrated as well but kept at it. My dlc failed until the game itself download and installed then the DLC did fine. Hopefully the rest of the bugs can be ironed over quickly.
OP’s method works great and I’ve been playing forza on the “dev” Windows Insider OS build for a while now.
HOWEVER,
It’s not stable, the OS seems to boot slower for me and occasionally asks me what mode it wants to boot in and overall the OS is not desirable to use daily as I constantly must clear the “xbox package codes” via text so I can launch Forza 7 or else it just crashes…
Because I’m a noob, I reverted back to the Public Build of Windows 10 and I thought my D/L progress would save of Forza 7… Sadly now I am re-downloading the F7 via the public release of Windows Store. I hope the download issue is fixed (if anyone else knows)… If not, I seems I’ll have to revert back to the insider developer build tonight and download Forza7.
Just hope everything synced and I didn’t lose 4 days of gaming progress on Forza.

This is what i have discovered since there is a RATHER large confusion about it… IF you do have the DLC you will have to go search for it in the store as individual parts int he store if you have purchased the season pass an extra things as in like ( Blizzard Hountain ) or like ( Hot Wheels ) this is almost the same rather issue i had with FH3 the store does not clearly have any links to any of the dlc so you have to go back an DL it your self in some cases if thats the issue of saying you have it and cant play it
