So I downloaded the Demo today to try the game before launch, I was just too impatient to wait on more week. So I did what I usually do when I fire up any Forza (Apex or Horizon) on my PC, I open xoutoput and then the game. To my surprise, when I try to navigate through the menus pressing any buttons on my controller (Saitek P990) the controller “options” on the lower right corner appear (Indicating that the game switched to “controller input mode”) but as soon as I stop pressing the button the game shows the keyboard options again, like if I was pressing any key (Enter to accept, esc to go back, etc). However I can set the controller up and when I go racing it’s like if the brake is always pressed because the front wheels get locked up almost instantly when I try to steer. It’s becoming impossible to play… I’ve tried turning off my mouse and keyboard to no success
This is weird because it never happened on the other 2 Forzas installed on my PC, they just recognize the pad as a regular x360 pad, so I guess that something wasn’t carried over from previous games. Something that worked just fine.
If someone has a workaround for this I really appreciate it!
Here’s a short video. On the first 10 seconds if you look at the lower right corner, you can see how it goes back to “keyboard mode”. And then there’s the gameplay which you can see the throttle behaving erratically and the steering barely doing its job…

Bump! So I thought that maybe this issue was solved, but nope. The game keeps jumping back to keyboard mode or to not fully “use” the imputs (Like the throttle stuttering). I repeat, using xoutput on Apex and H3 works perfectly, I don’t know what changed here but it’s unplayable with the pad and using the keyboard is like going back in time… I want to install x360ce to see if it changes anything, but the game is so protected that copying files for x360ce is starting to be a hard task when it should be copy - paste…
I’m also having this issue. Xbox one controller on PC, it worked on demo though. Ya. Unplayable for me right now, I tried different USBs, and tried unbinding the keyboard.

Unplugging the keyboard doesn’t work and Windows 10 says xbox one controller is up to date. Controller connected to the PC via micro usb cable. Unplugging the keyboard does nothing and the game is unplayable.
I don’t have steam running at all. I’ve disabled steam on pc startup, I just run it when I want to play a steam game. Hopefully it’s solved soon, the game with tax only cost me $145.00 lol
Well I’m glad I’m not the only one with this issue. I have tried as well disconnecting keyboard and mouse to no avail, also steam was always closed. As I said, xoutput works perfectly fine on Apex and H3. Might return to PC2 or AC where the pad is recognized without issue…
Also discovered that the whole thing freaks out when you try to press 2 buttons or 2 axis simultaneously, as long as you press or use one axis at a time everything should be good. Well, this makes no sense, of course, because you can’t even counter-steer when going out of a corner, for example… But I guess it’s something.
Also, the game crashes if xoutput is closed when I start the game… (Maybe because the game thinks there’s no input method)
I did have rudder pedals for my flightsimming plugged in. I unplugged that but still no luck.
I will try to unplug my x52 pro joystick when I get home. I tried disabling Game Mode in Windows 10 but that didn’t help. I will post later when I try. Again, this all worked perfectly fine on the Forza 7 Demo.
Bump (Again)! So the only way to “solve” this issue was getting an XBone controller, which I was going to get anyways cause my Saitek P990 is like 10 yrs old… Still it doesn’t explain why Xoutput doesn’t work when it was working normally in the past 2 games… There’s some work to do under the hood still to solve this and some random crashes or long saving times. Also, when I start the game from the start menu it certainly will crash to desktop. However, when I open it from the store it works just normally…
Same thing has been happening to me for a few weeks now. Once in awhile I can play but most of the time I just cant. At first after trying different usb ports I went to the controller section in the options and unbound everything from the keyboard with work for a day. Last night it was back to the same thing so I unplugged the keyboard all together and it still thought the keyboard was there. Really hope this is a fix to this before too long but I’m not holding my breath
I found a solution!!
First. You should download x360ce alpha from official site. It dont need to write dll file into a game directory.
Second. Game jump not to keyboard, but your direct input gamepad. You need go to the tab “devices” in x360ce and check “hide” column on your gamepad.
Third. Minimize x360ce to tray and play game.
I also was having the same issue, but found a fix that worked for me. I hope it helps others out there, and sorry if it doesn’t still for some.
I am using an xbox one controller with wireless adapter, win 10, steam with Jan 4 2019 build.
From steam desktop, go to steam>settings>controller>general controller settings.
It will open an instance of big picture. You can use your xbox controller or mouse to navigate here.
Uncheck xbox configuration support. This will disable the steam mappings for an xbox controller. I assume it affects the x360 controller due to xinput/xout (forgot the name of it)
Don’t close out of this using the windows ‘X’ in the top right. In fact, if you have a steam game running, it will prompt you that a game running and you’ll be asked if you want to force close.
Instead, just hit Esc on your keyboard or B on your controller.
And that should be it! That fixed the flickering of the HUD when I wouldn’t input anything from the controller. I believe it fixed any control issues, but I haven’t done much testing yet.
