I’m new to the XBOX ONE scene as I only got my console last week but as a passionate Forza gamer I have a question I want to have the whole collection including all the DLC’s for all of the games but for the older games like FM5, FH2 for example should I only buy the Car Pass to get all available DLC or should I buy each Pack seperately?

The Car Pass (Half the Car Pass) will only get you the first 6 Car Packs available, I think it will still get you a small discount on those as a whole though. You will need to buy the rest seperately though.
As far as the 360 games go, unless you can get the Complete Edition (the correct name is not coming to mind right now) for Forza 3 (which doesn’t include the VIP cars iirc), you won’t be able to get all the DLC for that. Forza 2 and 4, along with Horizon 1 can no longer have their DLC’s purchased.
That won’t be an issue as the OP was just asking about XBOX ONE versions.
The Car Pass will save you money by including a few car packs for a lower price than if you had bought those car packs separately. However, the Car Pass won’t cover every car pack, so you’ll still have to buy some car packs separately. Furthermore, expansions and VIP are not covered in the Car Pass, and must also be purchased separately. I’d suggest starting with FM5, since that game will be next to have its DLC delisted (probably in September or October 2017), at which point you can no longer purchase additional DLC, though any DLC you already have at that point will still continue to work.
I have Forza Horizon 1, Forza Motorsport 5 (Game of the Year Edition), Forza Horizon 2 (Ultimate 10th Anniversary Edition), Forza Motorsport 6 (Ultimate Edition) & Forza Horizon 3 (Ultimate Edition) and I saw that there are still some Car Packs/DLC’s/Expansions missing even though I have the best editions available, that’s why I’m asking, so I should start with the Car Passes? And after that purchase every other Car Pack/DLC/Expansion seperately? Also couldn’t find FM 2, 3 and 4 in the Store to buy… any chance they are still coming? Thank you for all your help
FM2, FM3, and FM4 are not available as of yet for Xbox One.
The “Ultimate” editions do not include all DLC. Neither do the Car Pass or the Expansion pass. There are car packs and expansions that were released after these passes had “expired” ( Car Pass only covers the first 6 months of car packs, Expansion Pass only covers the first 2 expansion releases), so the only way to get truly everything is to buy the individual pieces that are not included in Passes and Ultimate Editions.
