If someone sends u a livery (team race paints ) how do u lock it???

Depends what you mean by that. Why do you need to lock it?
If you put it in your Storefront, it is locked automatically when someone downloads it. Although the Storefront paints are easily hacked. If you gift it to someone, it will arrive unlocked. If you put it on a car and have them buy it from the Auction House, it will be locked. There is still some debate about the security of paints in the AH. Some people claim their paints have been hacked in the Auction House. I remain skeptical about that.
