Moving Forza from Xbox 1X to PC -Questions

I have decided to switch to PC for various reasons. I am trying to figure out how to go about moving Forza 7 and Horizon to the PC and still keep all of my existing in game stuff - cars, tunes etc. I only bought the downloadable games for the Xbox. So do I need to re-buy the game for PC ? Is there a way to transfer my garage etc ? I want to be able to still play both games without swapping my wheel/pedal setup back and forth between PC and Xbox. I am totally new to PC gaming and trying to sort my way through here so any hints are greatly appreciated. I tried searching for similar topics but got no results - not sure if the search was even working - seems like something should have popped up. I saw the there is a way to run the Xbox over a network through the PC but it seems a bit silly to use the power of the PC to simply connect to and play on the Xbox. Maybe I am misinterpreting how this works ?

The digital version of fh4 is play anywhere so is playable on pc as well at no extra cost so you would just need to redownload the game on your pc using the microstore store app
Game saves are kept on the cloud so you just need to log into your PC with the same account that you have on the xbox and let the save sync
I swap playing fh4 between xbox and pc almost every day without issue on the same account

Microsoft advertised the games on Xbox and PC as, buy it once and play it on both!
I would think that you would sign in on the PC game version with the same gamertag, email, password as you use on the Xbox for game stuff like dlc, cars, tunes, designs. Steering wheel settings I have no idea about, someone else will have to chime in on that.

According to Amazon the digital version is “play anywhere” so you won’t need to buy the game again. You should be able to download it to your pc, via the microsoft store. Once you sign in, the game should synchronize your progress.

I had to reinstall Fm7 on my PC. Since xbox and pc back up data same way Don’t worry about loosing content. After reinstall I got back everything. Designs, vinyls, preference setting, FFB settings. Everything. I was impressed.
