This issue is new-to-Motorsport in the latest Update, this has never happened before.
Leaving any event without picking a car doesn’t get rid of the event requirements for the rest of the session. This means that if I enter the C Class championship from the Open Class Tour and leave it without starting it, the requirement to use a C class car will remain even in the player’s garage, locking me out of manually upgrading lower class cars, using higher class cars that can’t be downgraded, and even upgrading “homologated” cars to a higher class without softlocking the game. In order to get rid of that “homologation”, I can either pick a different class and the same issues will just affect a different class, or I can restart the game.
I have seen this a few times and have been seeing it for a while.
This is an annoying issue for me as well

Does this issue still persist after recent updates? Would it be possible to provide a recent video of this in action?
Are there any specific events that you have noticed this issue on?
cars in the previous updates would be homologated for that fm event and when going back to garage would have that same pi. And vehicles that should be eligible are not showing up because it has that old pi tune.
So I’d keep duplicate cars one for say gt2 and the other for gt3 class. Looks like yall did some changes to the classes and divisions so maybe that’s why certain vehicles anre not eligible now.
I think that’s a completely separate issue, check out the video I linked
I just took the 2017 Aston Martin #7 gt3 car to the fm gt3 event with 800 pi in the garage. After leaving the fm gt3 event it’s at 826 pi in the garage now.
But are you blocked from upgrading other cars to a different class?
It doesn’t say like your video does my vehicles just don’t show up in the available cars section to choose from. Like there ineligible. Like there pi limit is too high so there automatically removed.
So it’s a different issue. You know what to do, use the search thingy
