Lost 3500 hours of game save, lost ALL my cars :(

I own the game on Steam

All remaining forza games is owned via the Microsoft store

I had to change my motherboard, thought Steam had “Cloud Saves”

Because I needed a fresh OS install I formatted my drive, so all deleted, relying on cloud saves

Now when I styart the game its asking me to start a new game, I own every car to date, earning thru gameplay and paid DLC

Now Ive lost the lot

ALl I get is cloud save error on steam

Im devastated, any hope?
