I have just unlocked the Horizon Roster and are looking for some cars to complete some races and challenges.

Ford Crown Victoria

Also, when do you unlock the Goliath and what are the rewards if you do 5-15 laps?

You’re gonna have to buy the first three from auctionhouse and good luck with that.
Crown Vic you would’ve been able to unlock if you started playing at the beginning of the series, but it being almost spring I think you have too many challenges locked to get it now. SORRY! (This is the same for me, I just got FH4 a couple weeks ago, sometime in the Autumn season).
Caddy limo might not be hard to find I think I got one for about a mil on the auction house from buyout.
Chevy colorado Idk but I heard it’s pretty rare so I wouldn’t get my hopes up.
You’ll get the Taxi when you progress through the story…it comes with Aisha’s Taxi story. It was glitched on mine and unlocked before Horizon Roster so I’m not sure if you need all 30 stars or what…but someone on Reddit said PGG unlocked it for everyone.
Goliath is unlocked after level 20 road racing. Best way I found to do this is complete a circuit race (whichever one you feel comfortable with OR CREATE YOUR OWN LONG ROUTE!!) with unbeatable driveatars with a lot of laps. Use a forza edition car if you have one for Event Influence (I used the BMW m5 because I won it in a wheelspin). In about an hour and a half of race time I got enough influence to unlock Goliath but it’ll depend on your boosts and difficulty settings.
5 laps of Goliath is decent with about 100,000 credits in a normal car. Influence is about 50k (not sure if I had any car mastery perks) so a few level ups. 15 would be three times that
HOWEVER once you unlock Goliath you can easily get tons of credits and influence easily if you use create a route. For me I made a circuit nearly identical to Goliath but put in AI traps so that I could win against unbeatable drivatars and get that 120% post race rewards. If you don’t know how to do this, I’ll give you a quick rundown:
AI traps are a way to force AI to take an unnecessary detour in a route. This lets you fly through checkpoints while the AI turns off the path.
Get in your fastest car. (I use 599XX Evo)
Create a route at the Goliath track.
On the first road on the left, lay down a checkpoint on the main road. Confirm it. (the next checkpoint YOU will go through in your race will be at the next road down, along the straight and easy section of main road. the AI will be taking a scenic drive through the city)
Take the left and drive around randomly through that little town (be sure not to backtrack over your route or it’ll reset)
Once you have driven around for a minute or two go back to the main road that you were on from the start gate. Place your second checkpoint here.
You can veer off the path as many times as you want, two or three is usually sufficient to lap the AI on unbeatable.
When you go to test drive your route follow the exact path you made to create it so the AI is tricked into taking the blue route line instead of checkpoints. Finish the race and then you’re all set for beating it and racking up lots of easy points!
My custom goliath is nice too because I cut out a few of the technical corners so i can run it in around 5 minutes instead of 6-8.

You should be able to pick those up in the Auction House if your that set on them… as far as rewards for the Goliath, I’d just do online adventures and you’ll have a good time and make decent money anyway.
