The servers are not avaiable Saturday night 2019-02-02.
Same here in Scotland Uk. Forza 6 and Horizon 2 have been offline. Servers are down on both the past couple of days. I hope we can play these games soon

Servers are still preventing quick access to the leaderboard, at least, I presume that’s what the problem is. Multiplayer and Rivals aren’t working. It’s been an issue for the past few weeks. I’d shout and swear about this if I thought it would do any good.
