Can you save the 10th anniversary color scheme/livery. In fact every time I get a car it wants me to put a livery on it. How do I not?

Every time you get in a car you have in your garage, or every time you buy a car? Liveries are recommended when you buy a car but you can bypass them by pressing Y to see and choose a manufacturer color before you buy the car model.
For cars that are part of a DLC pack, the livery you see in the Buy Cars menu is the stock livery, so for a 10 Year Anniversary car you could paint over it and then later remove your design and choose the 10th anniversary design from the Manufacturer paint choices.
For gift cars, such as monthly cars for VIPs, the livery is typically added on and if you remove it, you are only left with manufacturer options and can’t get the custom gift design back. So be careful about removing those designs.

If you are referring to the Team Forza designs, you can revert back to the original design by going to Paint Car and selecting Erase Paint/Decals.
When you begin to buy a new car, you can press Y on the Paint screen to select a base colour. This is also where your default liveries residue for any car that has one.
