To be Honest, seeing as the Back Work on the Server Database was already done, and had been done for Forza Motorsports 7, it is Completely Beyond Me why FH4 was launched with the Same Caps as FH3, despite the fact FH3 comes Dangerously Close to its Maximum Cap when you have the full Car Collection. I don’t know why they launched the Game with such low caps. I can only assume there just wasn’t time to incorporate the increased Cap Capacity into the Core Code before the Game Launched. Yes, maybe they should have delayed it had that been the case…but…then it would have launched at the Same time as a “Certain Western” Title…and well, that’s a Fight Horizon 4 would not have stood a chance in I am afraid.
Of course, another Possible Reason code be Code Stability, as we know, the Garage Screen Was Very Laggy at launch , and had a bit of a Problem with loading the wrong Thumbnails on the Cars, so maybe having the Increased caps made the Garage Screen go completely Screwy?
that’s the Problem! we don’t know anything , we are left in the Dark about a lot of things, meaning we can only guess at Theories 
+Carrythxd. I am currently sitting at 352 Cars, so I do have some Headroom for the Fortune Island Vehicles. Thank Goodness. I have not yet added all the Car Pass Vehicles yet, as basically, I don’t want half of them. I can see why a Lot of people are very Angry at the Car Pass Content this Time, I really Can!
Indeed, I would also rather that the Patch Came late but worked Perfectly, than have it come out on Schedule and cause some People to Suffer the nightmare of a Corrupted Save. I do not want to be on these Forums if that Happens, as, having lost 2 to 3 Months of Progress, I imagine the Resulting Explosion from the affected Customers will be very Large indeed! So I am glad Playground are making sure the patch will be 100% Perfect before they launch it.

As I Said to V12sprungboss, I don’t know Why they kept the Caps at the Same level as Horizon 3, despite knowing Horizon 4 was going to have a Bigger car collection, I can only make a guess at a couple of Theories 
Thanos. I understand your Bitterness, too many Games now are launching while they are packed with bugs and glitches, and how Patches seem to add as many Bugs as they remove, but, in the main run, most of them are just Minor Annoyances, maybe a slightly laggy menu or an incorrect sound effect or, at the very worst, you get a hard crash once in a blue moon, oh sure, they are massively annoying, but, at the end of the day, they are just an annoyance that can be worked around and will result in nothing worse than a bit of Gricing and Moaning on these here Forums.
However, as Said, the patch to the Garage Cap changes the Games Database Functionality, one Mistake could potentially cause Save Files to Corrupt, causing Players to lose 2-3 Months of Progress, something that would result in an absolute Firestorm from the Community that could have very Dramatic consequences indeed.
This time, it is Vital that the Patch is 100% Perfect, its why Playground has been working on it since Day 1, as the consequences of launching a Patch that will Break Peoples Saves are Unthinkable! so they really do want to make sure this one is Perfect so that doesn’t Happen!
