I just checked my Forza Hub and I already reached Tier 4 but I still can’t get the relevant reward card for Tier 3 & Tier 4.
Can anyone help solve the problem?

The reward cars are only available when you first get the game and you are at specific level when the next Forza launched. I would wait to see if someone from Turn 10 has anything else to say on the topic, but that is my understanding. You don’t get the tier rewards whenever you get to a new tier during the course of playing whatever Forza game you are playing.
