I opened a technical call for Forza team but they do not know how to solve the problem, can someone tell me how to unlock or is it a game bug?

Those badges are for forza loyalty tiers
You ONLY get them for what forza loyalty rewards tier you were at when you first starting playing…not as you increase your tier
Nothing to do with your ingame tier

These badges are for your loyalty tier, not for your car collertor tier.
You need to be at (loyalty) tier 10 or 11 already the first time you play FM7, these badges won’t unlock if you reach those tiers later.

You needed to be at tier 11 in forza rewards before you ever started playing fm7

Why were you saying you were at tier 45 then
The highest forza rewards tier is now only tier 13…
Tier 11 was the highest possible tier at the beginning on fm7
So you have fully completed every forza title starting at fm2
I am currently at level 45 in game FM7, and level 12 of Forza HUB. When I started playing Forza I was at level 11 of Forza HUB, after playing I went up the level in Forza FM7, when I went to level 12 of Forza HUB, I was already at level 20 of FM &, I thought it was a bug that would be solved in the next versions, but until the present moment this correction did not leave, I opened several tickets for support team, but they did not understand the problem giving the same suggestions here of the Forum, the problem I am in level 12 of Forza HUB and 45 in the FM7 level , I think it will never unlock these badges, just by patch correction or team of the support.
Probably your only recourse would be to submit a ticket. They’ll be able to tell what tier you were at the time in which you initially launched FM 7. You’ll get no recourse here.

I already submitted three requests, they answered the same thing posted here did not solve the problem, I decided to post here in the forum if someone has already had this problem as solved.
You need to forget about your fm7 45 car collector score. It has nothing to do with this.
Submit a ticket, only speak of loyalty rewards, tier 11 at time of fm7 launch, and only receiving tier 9 loyalty rewards.
Increasing tier after launch has nothing to do with it.
