Hey I can open and use the game fine but when I start a race it stutters every second, can feel it as am accelerating off the start and throughout the race, anyway to sort this out?

Do you have one of the 750Ti with only 1GB vRAM ? That would explain everything. No way running APEX with only 1GB vRAM !
If you have the 750Ti with 2 GB, maybe you want to try to run the game with disabled iGPU (your Intel HD 4600).
Because the 750Ti (2GB !) should be able to run the game proper at least @ 1360x768. And your CPU is not bad either.
Maybe your game is running with the iGPU instead of your GPU.
