When I go to online, horizon open and look at my level it says 387 (next reward badge level 400 green alien), but when I go to my badges, it says I’m level 770 and I’ve unlocked all the badges up to the level 700 rocket. Are these supposed to be different or is it a bug? I don’t know which is my actual level.

Started with Hot Wheels expansion. In Badges screen seems the Horizon Open levels are about doubled (Like 1x from main game, 1x from expansion). Just like it was for me with the car collection rewards. I got them twice, once in the main game, once in Hot Wheels.
The expansion messed this up. So definitely a bug, should be the answer to your question.
