Looks like it’s not a predetermined spin then, rather just so common you’re bound to get one by then. Wonder if certain HEs are rarer than others? Got the '17 GT and '97 M3 myself.
Those 10mil price tags had me expecting there’d be at least /some/ rarity to them, but at this rate we’ll be seeing more of them than the barn finds, haha.
So when does all the bonuses apply? i know the XP one works in races,.
What about skills and drift? freeroam work on any of them?

Man I was losing my interest in the Forza series until this game. The return of the auction house and now something to replace unicorns and it’s even better imo. I can’t wait to win one of these!
Nothing but credits for me yet, looking forward to ANY car on a spin let alone a Horizon Edition one!
I really like the idea with the boost-effects. And because of these cars, I spend by far more money for wheelspins, than for other stuff. 
I am level 21 and I got 2 HE cars. First a BMW M4 Coupe and the Subaru BRZ.
Level 72.
Only won one HE, Jaguar F Type. Auction House purchases bump my total of HE cars to 5, the BMW M4, Jaguar F Type, Lamborghini Huracan, Chevrolet Camaro SS & Ford Focus RS.
Edit: up to 6 now. Level 73 gave me the Viper SRT10.
However I have seen a lot more on the roads, and several I have seen on the roads but cannot find for sale in the auction house.

It looks like the game is only dropping some of the cars right now.
M3, M4, Camaro SS, Viper, Focus RS, Ford GT, Mustang Boss, F-Type, Huracan, GT-R and BRZ.
None of the others ever appeared in the Auction House or the spins, and I’m checking quite often.
I’d take the wild guess and say that the game have drop cycles, right now it’s dropping 11 out of 33, maybe next week it will drop another 11 ones, and so on.

I just got a BRZ Horizon Edition at the level 33 wheelspin. Should I sell it now while the prices are high since the car is rare or keep it?
just got the Jaguar F-Type at level 53 spin, my Dodge Viper was level 33 spin, possibly get my next one at level 73 spin :–)

One hurican, a jaguar, a BMW and something else.
BMW and Jag I got in wheelspins and I bought the other two in the auction for about 1 million each.
( im level 70 and have bought no wheelspins )
only spins I have bought are the ones from skill points, none of the ones you can buy with your credits, I am at level 59
Just got my first Horizon Edition car from wheelspin and it’s my one of favourite cars Ford Mustang Boss 302 1969! It gives bonus to XP so for me it’s the best one. I’m so excited, couldn’t find a topic to show off with wheelspin cars so created one. If there is already a topic for this please give a link.

There is 40+ Horizon Editions in the Promo, But only seen the Main 10

So I’ve won many horizon edition cars. I just won a Lamborghini huracan “xp boost” one as that was what came up on the spin. But then when I went to my cars. It the only huracan I have there is a “skills boost”. Like what the hell. It’s like it’s completely changed on me.
Same for me I won a GTR XP boost I was so happy then I go to my garage and find its changed to skills in not happy at all is this a in game glitch or something? I took a pic of it as proof on my xbox but I dont know how to post it on here.
