The Raptor has not been released to anyone yet. You’ll have to wait for the Civic FE to come around again in some type of gift/reward.
From this thread it looks like the 2016 Civic FE was available from a Bounty Hunter event and a ForzaRC live stream. Both would have been sent as gifts and would not be auction-able.
Go to that thread and Ctrl F to search for any cars you may be looking for. League rewards and Forzathon rewards can be auctioned.

I have two of the 2016 cars, but I can’t sell any because gift cars can’t be sold.

Wait till FH4 comes out.
Once everyone moves across to that, I’m sure they’ll eventually be re-released in forzathons on FM7.
At least that’s what happened with FH3.
