I have tried all of the Xbox cloud support suggestions. I played my Xbox one offline while I was in the hospital. I have a portable GAEMS 19" case just for this reason. I played Horizon 3 to pass the time. I have all festival sites upgraded to level 5, but the achievement didn’t drop. I figured because i wasn’t able to connect to XBL in the hospital, it would drop when I got home and connected to XBL. This didn’t happen either. Can anyone help? BTW I sold at least 6 copies of FH3 and 1 game case. My room was Xbox central. Even one of my docs was a gamer and stopped by for some FH3.
