A year ago I bought a Forza Horizon 4 Ultimate Edition for PC and got the key, it was all perfect until today when i reinstall the game. When I tryed to install the Car Pass DLC, I couldn’t, i don’t even get an option to install it. So when I am in the game i can’t drive cars that are in this DLC (so all 49 cars). I can install all the DLC’s but only that one. If you got any idea please help me i will be very pleased.

I’m having same problem, have done a couple service tickets on it with of course no reply, nothing.
Also have Ultimate edition, all else seems ok, just no Car Pass. Have tuned many of those cars, still show in my liveries, but cannot access.
Searched, found nothing. I hate doing a reinstall, as last time I did that it didn’t help. Multiple hard reboots with power supply unplug.
You’re not alone, and like I said, I’ve done service tickets. LOL.
I had a problem with the car pass when the game first came out. Every time an update came out with new cars included I would have to search the Xbox store for the Forza Horizon 4 Car Pass and install it again. It always said I owned the product I just had to install it.
I dunno if this will help you but maybe give it a go and let me know how you do.
Does the game ask you to rebuy the cars you’re supposed to own through the Car Pass?
The Car Pass no longer seems to be available from the “Ready to install” list in my library, but can be found in and installed from the Microsoft store on PC.
If re-installing the Car Pass does not work, or solve the problem, you should be able to install the individual car files from the store.

Try installing the expansions from “Ready to install”.
Normally the account that purchased/redeemed the expansions does not need to actually have them installed to be able to use them, as long as your console is connected to the internet.
However, it seems the license server is having issues. I had to install 43 individual Car Pass files over the weekend to be able to drive those cars without rebuying, even though I have been playing without having them installed over the last year.

IIRC you don’t even have to install any of those “Car Pack” DLC.
During the game’s boot process, it will query the remote authentication server about whether you are eligible for the content and unlock accordingly.
If the content did not unlock, find your purchase record and contact Microsoft for the “correction”.
A purchase record should be issued to you upon the purchase, whether by E-mail or whatsoever.
If you are unable to provide it (to prove your ownership), whether:
- Persuade the customer service representative somehow into believing that you owned the content.
- Purchase the content again.

DLC isn’t listed. Preorder is, 10MB.
Contact MS. LOL. I don’t have hours for hold, and I truly have never, ever, gotten answer to any ticket I’ve submitted in last 2 years. ZERO.
Have ultimate edition, wants $29. No other option. They broke something with 21, that’s when it started. That’s what I put on the tickets last week Thurs and Fri.
Tried to find purchase record from 15+mo ago on your suggestion, TY. Not on MS account server. LOL.
At least someone else has the problem too.
This has happened to me a few times(literally twice) since launch. Go to the Xbox store and type “Horizon 4 Car Pass” choose the product and it should give you the option to install it where it would have you purchase it if you haven’t already(just saying so you look in the right spot). If all else fails, get in touch with Microsoft support. They have a chat option and a call back option, even holding only takes about 5 minutes.
Edit: I’d like to add that I’ve never seen the car pass in the “Ready To Install” section. Maybe being an add on for the game prevents it from being there? I’m not sure, but it is in the store for sure.
