They are blacklisted from being sold. There is no way to get them unless they are offered in shop, wheelspin, Playlist, etc.

What is mean blacklisted ?

Mean they can no longer be sold or bought in the auction house. Their is no way to get them now except the Porsche PO from eliminator.
