I am planning on getting the forza 6 ultimate edition because I want to get all the car packs. My question is, once I download the car packs are the cars FREE with in game credits or do I still need to buy them with game credits once I download the car packs?

They’re free unless something has gone wrong. They will appear in the Free column of the Find Cars menu after they’re installed. The monthly Car Pack bonus car has to be bought (for free) from the Xbox Store but there will be an in game link to this in the Find Cars menu.
The first redemption of DLC vehicles will be free; however, keep in mind, that subsequent purchases require in-game credits.
The car pack pass that comes with the ultimate edition will only cover the first 6 dlc packs, like always. October is the first one, after March any additional car packs will then have to be bought. Like mentioned, when you download the car packs you get the cars for free, if you want a second (like two Cadillac Limos) the second one has to be bught with in came credits.
