FH4 Deluxe -- CAR PASS Questions

I am new to Forza series and like to buy FH4 but I am confused about deluxe version/Car Pass.
I understand I get a Car pass with it and all the 21 cars I get.

Want to know, what if I buy Standard version instead… Can I still buy all the cars that is their in the Car pass? If yes, can I buy them from in-game Credits OR I have to pay real money for each car ?

Furthermore, I heard one can buy individual cars in FH4 for 2-5$ each… Can anybody Link me up to this store ?

The car pass cars have to be purchased with real money. You can’t just get them with in-game credits. I don’t know if the cars can be purchased individually in this game.
