The cars from the initial top 20 that were removed were: 2015+ Nissan GTR, 2012+ Chevy Camaro, Nissan Skyline R33, Nissan Silvia S14 (only counted Zenki), and the McLaren 570S. While it didn’t make the top 20 at first, I did have to remove the 2016 Cadillac CTS-V as well to get the top 20 before DLC.
Which means that 25% (5/20) of the most requested cars in the wish list were added in at launch, along with the CTS-V (see above).
Now removing DLC cars, we’re at:

Removed cars were the: BMW i8, Aston Martin Vulcan, 2016 Acura NSX, 2016 Dodge Viper ACR, 2015 Honda Civic Type-R, Mazda RX-7 FC, Pagani Huayra BC, Ford Crown Victoria, BMW M2, and the Aston Martin DB11. In order to completely finish the current top 20, however, I also had to remove the Koenigsegg Regera, Bentley Bentayga, and the MK3 Toyota Supra DLC cars, as well as the confirmed to be at launch cars Dodge Challenger SRT Hellcat, Honda EK Civic, 2017 Ford Focus RS, 2011 Mercedes-Benz SLS AMG, 1970 Plymouth Hemi Cuda, and the 1957 Chevy Bel Air.
Which means that 50% - yes, half, 10/20 - of the most requested cars in the game after launch came as DLC. I did also have to remove nine additional cars to get to a new top 20.
Doing some simple math, with five monthly packs so far at 7 cars each (35 total) and the VIP pack with 5 cars, 13 out of 40 DLC cars would be considered part of the most requested cars in the game. With these 13 cars divided amongst 6 packs, each pack had approximately 2 highly requested cars in it.
Given that we did get:
VIP - Koenigsegg Regera
October - AM Vulcan, BMW M2, Ford Crown Vic, Pagani Huayra BC (4 out of 7!)
November - Acura NSX, Dodge Viper ACR, Mazda FC RX-7
December - MK3 Toyota Supra
January - BMW i8, Bentley Bentayga
February - Honda Civic Type-R, AM DB11
That is roughly 2 per pack. I’m not counting Blizzard Mountain or the Motorsport All-Stars Car Pack, however I am counting VIP as said.
Not too bad T10. Not too bad.
This is all subject to change of course as we’ve still at least one monthly DLC pack and an expansion to go. Putting it in perspective, if a certain brand from Stuttgart were to be the second expansion, you’d have to remove two more cars from the top 20 list; taking their place would be the '02-'08 Dodge Ram and the 2017 Ferrari GTC4 Lusso. Removing two cars from that list (any two, doesn’t matter) going with the 2 cars per pack theme, you’d be adding in the Mitsubishi Starion and the Chevy B-Body Impala SS to that list, having to remove the Mercedes-Benz CLK GTR, Nissan R32 Skyline, and BMW E46 M3 from the launch cars and the Porsche 918 from the expansion to get there. Also subject to change because while the list I’ve made is up-to-date, my source material (ManteoMax’s initial list) hasn’t been updated with new tallies in a while.
